if your talkling about the war , once Musk funded giving starlink to Ukraine ( or soon after ) he had to sign a contract with the American military which handed over the rights to who gets what , where & how to the US , they couldn't have a civilian running comms in a war zone , so any turning off or on needed to be run though the US military

not sure about selling starlink to Russia but i'd imagine it wouldn't be any different to any business selling any product around the world to any country , not trying to defend Musk just an opinion
