How are seeds produced?

Do seed producers grow the plants in soil or by hydro?
I probably am referring more to Commercial seeds producer, but others too.

I will come down to the preference of the grower/breeder to what medium they use can be soil coco perlite or a mix of all and most breeders will grow under lights as it give more control over everything...

It's funny you ask this bcoz I've always had this thing that the seeds that are from hydro done inside I find hard to grow outside but not the other way around seeds from outside pollination handle inside growing easily..or I could just be imagining it.

I've only done inside in soil and that's what I was thinking.
